Idaho man sentenced for intentionally trying to spread HIV to other men and teenage boys

BOISE, Idaho (TCD) — A 34-year-old man will spend up to three decades in prison after arranging to meet up with a 15-year-old boy and purposefully trying to transfer HIV to other male victims.

The Ada County Prosecuting Attorney’s Office announced Monday, May 6, that a judge sentenced Alexander Louie to 30 years in prison with 16 to be served before parole eligibility. Detectives charged Louie with three felony counts of sexual battery and three felony counts of transferring body fluids containing HIV in November 2023. He was initially arrested in September 2023 for felony counts of sexual exploitation of a child and enticement of a child through the Internet.

According to the prosecuting attorney’s office, on Sept. 19, 2023, after communicating with who he thought was a 15-year-old boy, Louis arranged to meet the minor for sex. Louis reportedly sent the 15-year-old nude photos, and he said he was “going to videotape their encounter.”

However, when Louie went to see the teen near a local high school, he was met with Ada County Sheriff’s Office deputies instead and taken into custody.

According to prosecutors, law enforcement later found out Louie was HIV positive, but he was not taking his medication. He intentionally had sex with men and teenage boys “in hopes to transfer HIV to them” and lied about his HIV status. The U.S. Attorney’s Office said Louie eventually admitted to having sex with 30 to 50 men and boys, including one victim who was 16 years old at the time.

The Honorable Ada County District Judge Derrick O’Neill addressed Louie at his sentencing and said, “Your conduct would be the Webster’s definition of a predator.”

Ada County Prosecutor Jan Bennetts added, “This defendant’s repeated and egregious offenses negatively impacted many people in our community.”
